Robert Mullins

With over 30 years of law enforcement experience as a Police Commander with the Seal Beach Police Department, Robert Mullins has served in nearly every aspect of the profession—from patrol and investigations to executive command leadership. His assignments included field training, traffic, and specialized patrol operations, followed by investigative work involving crimes against persons, property, juvenile offenses, fraud, and narcotics. Advancing through supervisory and command roles, he managed patrol operations, investigations, training, public information, internal affairs, and administrative functions. In executive leadership, he directed operational and support divisions, overseeing personnel management, policy compliance, emergency management, and contracted public safety services. He also supervised detention and evidence operations, including the design and implementation of a secure, modern Property and Evidence facility.

Mr. Mullins possesses extensive experience in human resources and personnel administration, including recruitment, selection, background investigations, and promotional assessment. He developed a Leadership and Promotional Skill Development Program and authored a comprehensive Policy and Procedure Manual that enhanced organizational accountability. His labor relations experience includes service as president of both employee and management associations, where he successfully negotiated labor agreements and resolved personnel disputes. He brings a balanced perspective, having served as both a labor representative and a decision maker in employee investigations and discipline.

In addition to his law enforcement leadership, Mr. Mullins serves as a consultant providing organizational assessments, operational reviews, and investigative services to public safety agencies nationwide. His work includes evaluating agency structure, leadership, and policy compliance, and delivering strategic recommendations to strengthen performance and community trust. He has also served as an adjunct professor of criminal justice and management, teaching leadership, ethics, and applied justice principles. Mr. Mullins holds a Bachelor of Science in Criminal Justice Management and a Master of Arts in Homeland Security Studies. He is a graduate of the Delinquency Control Institute at the University of Southern California, the Sherman Block Supervisory Leadership Institute, California POST Executive Development, IACP’s Leadership in Police Organizations, and the FBI-LEEDA Executive Leadership Institute. Mr. Mullins is a licensed California Private Investigator/Qualified Manager, License No. PIQL26, and a member of the California Association of Licensed Investigators (CALI).
